Competition #24-27, Building Official II or III - Plan Reviewer/Inspector, Regular Full-time (New Rate)

Langley City is positioned in a rapidly growing area strategically located in Metro Vancouver and has a vibrant community spirit and an inspiring vision of being “The Place To Be” now and in the future. Skytrain has been approved to be extended to the City within the very near future.

The City is seeking an experienced Building Official II or III – Plan Reviewer/Inspector to join the Development Services team. This position reviews, processes and issues building permits applications and inspects building permits in accordance with the B.C. Building Code. The Building Official – Plan Reviewer/Inspector also provides technical information and assistance to property owners, contractors, engineers, architects, and other municipal staff on matters related to the work. Considerable independence of judgement and action is exercised in the technical aspects of the work while unusual problems or policy matters are discussed with a superior.

RATE OF PAY:  Level II -  $54.44 per hour
                          Level III - $59.23 per hour

HOURS OF WORK:  35 hours per week (Monday to Friday)

The successful candidate will have thorough knowledge of the B.C. Building Code, related bylaws, acts, standards, and regulations related to the building trade. Completion of a Diploma in Building Technology from a recognized post-secondary institution, supplemented by related courses, plus considerable related field and municipal experience; or an equivalent combination of training and experience is required. Applicants must possess a valid Class 5 B.C. Driver’s Licence and one of the following:

Level II - Registration as a Building Official, BOABC Level 2 Qualification, and POABC Level 1 Qualification.
Level III - Registration as a Building Official, BOABC Level 3 Qualification, and POABC Level 1 Qualification.

Competition #24-29, Parks Worker, Temporary Full-time

The City is seeking a Temporary Full-time Parks Worker to join the Parks Operations Division of the Engineering, Parks and Environment Department. The assignment begins immediately and will end in late September 2024; subject to operational requirements the assignment may be extended. Parks Workers perform a variety of manual duties in the maintenance of floral and tree areas, turf and sports fields, playgrounds, and related park areas. 

RATE OF PAY:  $33.86 per hour (2024 C.U.P.E. rate)

HOURS OF WORK:  40 hours per week. 
                                   (Primarily Monday to Friday, some weekend shifts may be required.)

Temporary Full-time employees are paid 6% of their regular earnings in lieu of paid vacation and become eligible for benefits after 6 months of continuous employment. 

The successful candidates will have Grade 12 plus experience in general construction and maintenance of parks and landscape work and the stamina and coordination to perform manual work outdoors in all weather conditions. Competition #24-34, Senior Development Engineering Technologist, Regular Full-time

The City is seeking a full-time Senior Development Engineering Technologist to join our Engineering Services team.  Reporting to the Manager of Engineering Services, this role leads, plans, assigns, reviews, and participates in the work of one or more technical subordinates engaged in duties related to design reviews for subdivision and development applications, and provides technical advice, assistance, or decisions to assist with the unusual, problematic, and complex files. The successful applicant will ensure compliance with applicable codes, standards, regulations, bylaws, and municipal guidelines at a supervisory level. 

The Senior Development Engineering Technologist participates in inter-departmental meetings, assisting with the review of development application engineering requirements and standards; assesses and provides feedback on various programs to streamline the development review process in accordance with City bylaws and policies; identifies offsite engineering servicing requirements; reviews sub-division/rezoning approvals as required; and recommends amendments to regulations and processes to reflect best and current practices. The role also assists in administration of municipal construction contracts and assists in planning of the capital improvement program and development cost charge program for infrastructure additions, improvements and replacement.

RATE OF PAY:  $59.23 an hour

HOURS OF WORK:  35 hours per week (Monday to Friday)

Competition #24-36, Manager of Engineering Services, Regular Full-time

The City of Langley has an attractive career position available for Manager of Engineering Services, an opportunity to join a progressive and well-led organization at an exciting time with Skytrain extending to the City in the near future.

Reporting to the Director of Engineering, Parks & Environment, the Manager of Engineering Services has a wide-ranging portfolio of professional engineering and administrative responsibilities within the Engineering, Parks & Environment Department including the oversight of the City’s Capital Program, Utility Planning, Asset Management and Development Servicing.  The Manager of Engineering Services manages both technical and professional staff, including those in the bargaining unit. For the Capital Program, the Manager of Engineering Services oversees the Capital Section staff to identify projects, develop scope and budget as well as managing the annual Program through the planning, design and construction phases.  This position also oversees the selection of consultants and contractors.  The Manager of Engineering Services oversees the City’s Asset Management Program as well as the master planning for all Utilities. 

As the City continues to see rapid population growth there are significant development projects underway in the City ranging from multi-phased high-density sites through to smaller single-family subdivisions.  The Manager of Engineering Services provides guidance on engineering infrastructure requirements.  Establishing and maintaining effective working relations with a variety of internal and external stakeholders and representing the City at committees is also a component of the role.    

Your inclusive and supportive leadership approach, communication, interpersonal and customer service skills are integral to working collaboratively with the team and key stakeholders delivering results and innovative solutions that support Council priorities, community growth and infrastructure.  Your previous accomplishments demonstrate your ability to pro-actively identify issues, navigate contentious situations effectively and to continuously seek improvement and/or efficiencies.  

A University degree in Civil Engineering and a minimum of 5 years’ related experience in municipal engineering or an equivalent combination of training and experience is desired.  Applicants must be registered as a Professional Engineer in the Province of British Columbia or be eligible to be registered within one year.  A valid Class 5 Driver’s License for the Province of British Columbia is also required. A competitive salary range of $146,661 – $160,260 commensurate with experience and an excellent benefits package is offered with this Exempt role.

Competition #24-37, Clerk Typist 3 - Fire, Regular Part-time

The City is seeking a customer-service and detail orientated Regular Part-time Clerk Typist 3 - Fire to join the Fire Rescue Services Department. The Clerk Typist 3 - Fire is responsible for clerical and public relations duties. The duties of this position include reception, front counter and clerical tasks related to supporting the day-to-day activities of the Department. This role provides support to the Fire Prevention Division, including scheduling inspections, data entry of inspections and creating inspection task lists for the crews to complete as directed by the Fire Prevention Officers.   Data-entry is a key component of the work, including ensuring accuracy of information input and the ability to run system-generated reports as and when required. 

RATE OF PAY:  Pay Grade 12, $31.34 - $32.55 per hour (2024 C.U.P.E. rate)

HOURS OF WORK:  26.25 hours per week (11:45am to 5:00pm, Monday to Friday)    

The choice of our comprehensive benefits package or a percentage (16% of regular earnings) in lieu of benefits is included.

The successful candidate will have several years of clerical experience, including front counter and telephone experience assisting and providing information to the public. Skill in the use of Microsoft Office applications is required and experience with FDM, Tempest and APX applications would be an asset.
