Bylaw No. 3291 – Zoning Bylaw Amendment No. 211 and Development Permit No. 14-23

Purpose:  To amend the Zoning Bylaw, 1996, No. 2100 as noted below.

To amend the City of Langley Zoning Bylaw to rezone the property located at 20220-20230 Michaud Crescent (outlined in bold on the map below) from the RM1 Multiple Residential Low Density Zone to CD101 Comprehensive Development Zone to permit a 6-storey, 64-unit apartment development.

Legal Description: Parcel “A” (Reference Plan 7403), Lot 1, District Lot 305, Group 2, New Westminster District, Plan 1614; Strata Lots 1 & 2, District Lot 305, Group 2, New Westminster District, Strata Plan NW1538.

In accordance with section 464(3) of the Local Government Act, the City must not hold a Public Hearing for this application. This is due to the recent change to Provincial housing legislation, adopted by the Province of BC on November 30, 2023, that prohibits local governments from holding public hearings for rezoning applications for residential developments that are consistent with the local government’s Official Community Plan (OCP).

This rezoning application, proposing a 6-storey, 64-unit apartment development, is consistent with the City of Langley Official Community Plan.

The proposed bylaw, explanatory memostaff reportarchitectural and landscape drawings, Tenant Relocation Explanatory Memo Attachments and Tenant Relocation Explanatory Memo may be viewed online from Friday, August 30, 2024 to Monday, September 9, 2024 and at the "Development Application Portal" (by type of development and civic address) or in person at the Development Services department at City Hall, 20399 Douglas Crescent, Langley, Monday to Friday, 8:30AM - 4:30PM, excluding statutory holidays.
