Results of Alternative Approval Process for Property Acquisition, Infrastructure Upgrade and Improvement Loan Authorization Bylaw 2023, No. 3234

Council received for information the staff report providing the results of the Alternative Approval Process for Property Acquisition, Infrastructure Upgrade and Improvement Loan Authorization Bylaw 2023, No. 3234.

Council then gave final reading to Bylaw No. 3234 which authorizes the borrowing of up to $15 million for strategic land and improvement acquisitions and to undertake infrastructure upgrades.

Bylaw 3247 - Zoning Amendment Bylaw No. 193

Council gave third and final readings to Bylaw No. 3247 which amends the City of Langley Zoning Bylaw, 1996, No. 2100 to include new general regulations with respect to Beauty & Wellness Centre / Personal Health Enhancement Center uses.

Bylaw 3251 - Zoning Amendment Bylaw No. 195

Council gave third and final readings to Bylaw No. 3251 which amends the General Regulations, I1 Zone, by adding accessory office uses, increased height (30m) and one space per 100m2 minimum parking in order to align the Zoning Bylaw with the City's new Official Community Plan.

Bylaw 3252 - Municipal Ticket Information System Bylaw, Amendment Bylaw

Council gave final reading to Bylaw No. 3252 which amends the City's Municipal Ticket Information System Bylaw to amend Schedule B16 which identifies the fines for infractions to the Parks and Public Facilities Bylaw.

Parks, Recreation and Culture Plan

Council endorsed the new Parks, Recreation and Culture Plan.

Ground Oriented Survey, Best Practices Guide and Recommendation to Lift Moratorium

Council received the Townhome and Plex-Home Survey Engagement Summary and Town-home and Plex-Home Best Practices Guide for information, directed staff to implement the Best Practices Guide for new Townhome and Plex-Home rezoning applications, in support of policies and requirements in the Official Community Plan (OCP) Bylaw and the Zoning Bylaw, and, by resolution, lifted the moratorium on Townhome and Plex-Home rezoning applications south of 50 Avenue.
