Notice of Public Hearing - Bylaws 3177 and 3178 – Official Community Plan Amendment, Zoning Bylaw Amendment and Development Permit No. 07-21

1)    Bylaw No. 3177 – Official Community Plan Amendment No. 16 (OCP 04-21)

Purpose:  To amend City of Langley Official Community Plan Bylaw to incorporate provisions for higher-density mixed-use development and amend the land use designation of the subject properties, 20137 & 20139 Fraser Highway (outlined in bold on the map below), from the current designation of “Service Commercial” to “Transit-Oriented Core” as proposed in and consistent with the draft new OCP expected to be adopted in 2021. 

The proposed mixed-use residential and commercial development is not consistent with the permitted uses of the subject property’s Service Commercial OCP designation and requires an OCP amendment to accommodate it.  (project details below)

2)    Bylaw No. 3178 - Zoning Bylaw Amendment No. 178 (RZ 05-21) and Development Permit DP 07-21

Purpose:  To amend City of Langley Zoning Bylaw to rezone the properties located at 20137 & 20139 Fraser Highway (outlined in bold on the map below) from the C2 Service Commercial Zone to the C1 Downtown Commercial Zone to accommodate a 6-storey, 144-unit apartment and 841 m2 commercial mixed-use development.

The proposed bylaws, staff reports and project plans may be viewed, from Tuesday, July 13, 2021 to Monday, July 26, 2021 online by clicking: Bylaw 3177; Bylaw 3178; Advisory Design Panel Explanatory Report; Advisory Design Panel Report; Architectural Plans; and Landscape Plans.

Comments may be submitted by mail to: Deputy Corporate Officer c/o Langley City Hall, 20399 Douglas Crescent, Langley, B.C. V3A 4B3 or by e-mail to councilmeetings@langleycity.ca and should be received by no later than 12:00pm on the day of the Public Hearing. All correspondence submitted will form part of the public record and may be published in a meeting agenda.
